Because my career was in communications, I often hesitate to advance this theory lest I be accused of mere personal bias. However, I think the type of problems you describe show the error of putting too many techies in charge. They often, in my experience, are great at the physical side of things but woefully lacking on the human side. Professional communicators (journalists, etc.) are a dime adozen nowadays as print media fold. Hire some of them and put them in power positions, and I think new systems and system changes would magically become more practical and easy to use.
